i dont know exactly what you're on about, but will give my views on the three anyway

a music centre is somewhere where amateur musicians go to get lessons- 9 times out of 10 the people here arent really serious about music, they just go for a bit of personal development.

a music college is somewhere where amateur musicians go to develop performance skills to an extremely advanced level. these are the places you have to audition to get into as they only take the very best to start with.

a university course focuses on music all round- history, theory, performance, etc. not that you dont get these at a music college, but the focus at most universities is more on the academic side (essays and research) than actually performing. for example some universities ive looked into dont even give you performing lessons as part of the course- you have to pay for them seperately.

basically music centres are for anyone. colleges/universities are for amateur musicians who want to go professional (the only difference between an amateur and professional musician of course being that the professional gets paid)
