For all those artist who use graphic tablets, I'm in the market for one.
What is the best tablet that won't burn a huge whole in my wallet?

Make sure you get a wacom. They're the best! I've got a graphire3 right now. It cost me a few hundred dollars a few years ago, so it should be even cheaper now. Probably.
