what is the difference between arranging a sheet music and transcribing a sheet music

Arranging is putting the original context of the piece into another medium or into another context (i.e. arranging a piano piece for orchestra). Transcribing is merely writing down what you hear on paper and trying to keep as much of its original context as possible.
