It's artwork of Monica from Dark Chronicle for their new game release in the Dark Cloud series, Dark Cloud 3.

really? i don't think so
monica looks different clothes, facial and hair style wise

Dark Cloud 3 is set much further on when Max and Monica are older and the designers are thinking about bringing Tone back into it too.
