I have numerous drawings on paper that i'd like to post online, but instead of them just being on plain paper being plain themselves i'd like to do what most people do with their art: digitally enhance. But i have no idea where to even start or what software i would need to download to do so. If someone would kindly send me a link and some instructions on how to improve art with a computer I would reaaaaaaaaaaally appreciate it <3

The first thing you would need to do is to scan your artwork with a scanner. The scanner transmits your art from paper to computer. If you don't have one at home, you can always use the one in your school or office. Or if you don't mind paying, you can also go to the nearest IT cafe or photo-printing shop to scan your artwork.

Once the image is up on the computer, you can save it on a portable drive and transfer the image over onto your home computer to work on the image. You can use a number of softwares to digitally enhance your work, but people usually use Photoshop or Paint. Hope this helps.

What do you mean by "digitally enhance?" Different programs do different things, hahah. If you just want to adjust the contrast/hue/lightness of the piece, say to get your pencil work to look as sharp and dark as possible, then Gimp would be all you need. It's free and easy to use. And obviously you'll need a scanner. =)
If you're looking to color/paint your work, I'd personally recommend Open Canvas or Paint Tool Sai. I've been using both for awhile now, and they're both great (and very cheap) painting programs. Good luck!
