Yes, it's illegal to download that if you're in the USA. I know it's difficult to find it in stores. In fact, I found my copy (it was actually the OAV collection) in the back of a DVD shelf. It was all beat up, and it was the last copy too. :) Amazon.com has it, if you're interested in buying it.
