Why? Well, let's take a look.

Today's top-of-the-line graphics cards have 20-24 pipelines (think of them as individual rivers). The more pipelines you have the greater the amount of water can flow.
Middle ground range from 12-16 pipelines.
Low range from 1-12.

You have 4. That sucks.

RAM: Think of this as the amount of water the card can hold within itself; a lake. Top-of-the-line has 512-1024 MB of RAM.
Middle ground has 128-256.
Low ground has <1-64 (yes I have seen a <1MB graphics card before (monochrome monitor, and have used it)

You have 256. This is somewhat good, and bad. The greater the amount of ram usually means better, but you can't just go with the amount of ram, rather you should look at the pipelines. A 64MB graphics card with 20 pipes could well outplay a 256MB graphics card with 4 pipes.

DAC: Digital to Analog converter. This is a rate limit to the dam between your computer and your graphics card. (I don't remember the speeds, but I do know that mine is 400MHz too, so it is halfway decent)

Its not that great from what I hear. Its good for everyday use, but not for video editing or games like half life 2. It would run Medal of Honor pretty well or GTA Vice City.

Wow... That was my "Three Generations Back" Graphics card. (Your's is worse)

CRT: Cathode Ray Tube (basically a fancy word for a special TV; your monitor)

Basically it is the same card (I think it has the same chip on it and all), except that it lacks the firmware updates (think the bottom of a river with many smooth stones, and one covered in weeds. You get the picture), and the fact that you only have 128MB as opposed to 256MB.

Paradox's will outpreform yours (given you have the same basic system specs)

I don't get it whats wrong with 60 Hz

Nothing if you have a flat pannel. The Hz value is the amount of time it takes for the computer to draw a picture from top to bottom. Try switching your monitor from 60-80Hz and you'll see that 80Hz is a lot smoother and easier on the eyes (I used to do 120Hz, but that was overkill).

Then again, I'm a person that can watch a tv and see it flicker (stick a camcorder in front of the TV and you'll see the flickering). I can see that without the camcorder.

I'm amazed it even played AVI videos for so long without overheating (not anymore, though).

Its like a cross between a Flat Pannel and a Monitor: A flat screen with a big back.

Its ati's original 9200 which was a really good card. Its the card before 9250.
Itss just a updated version with more memory and faster clock speeds.

Did you try installing a After Market Uber Fan?
Does ATI endorse this card? Cause I hear that sometimes companies make ATI cards without ATI endorseing them so they end up makeing them real shity.

EDIT: I also hear Linux doesn't run too well with ATI cards. nVidia seems to work better with linux.

I have discovered a new numa numa. my couson went off to sweden on holiday for the week and told me that there were some heavy clubbin tunes and stumbled upon 1 called boten anna. when I heard it i was like hmm this song is really catchy i like it ^_^

then i found 1 with sub titles and it just turned into a big what a f**ckin loser x_x good tune but terrible lyrics such a geek. its best to listen to this song and not have a clue what its about.

Actually, it's not illegal. So long as you purchase the anime license (usually in the form of original DVDs). I believe the clause is: "[so long as you have an original copy], you are allowed to back up your medium for archival purposes [...]".

I dont think watching part of the series on youtube counts as owning the anime license though.
