I believe what your looking for is a graphics program like MS Paint or Photoshop. If you open the image in either of those two programs, you can edit them just like I did (well... I don't think you can do what I just did for ya in paint, but you get the picture)

the edit button is your friend.

EDIT:
you cant 'change' a picture to a sig.
you have to make the sig, crop the picture, and insert the picture into the sig and adjust blending and any other effects.

In order to create a sig you need to set an approprate canvas down. Ichigos allows a 500x120 pixel picture. Those are the fields you type in when you start a new project.

As for what to associate the program with, it's up to you. The program is asking you if you want it to launch and open a picture when it's a certain type of format. If you a) don't like the windows graphics preview program (the one provided with windows XP) or b) don't have a graphics browser (like ACDSee) I would suggest assocating everything to it.

From there, you pretty much do what you want. The program acts like MS paint on crack, but you have to explore around to get into its innar workings.

I would suggest you open up the following inside the program:

Dialogs->Create new Dock->Layers, Channels, & Paths
Dialogs->Brushes, Patterns, & Gradients
Dialogs->Misc. Stuff
Dialogs->Navigation

That'll put all the controls in popup windows. After that, go wild. Open up a couple of images and edit them to your liking. Find more in the link I provided before.

Once you have competed a project, I would highly suggest that you save it to the JPG format. It's small, clean, and works on everything.

In the begining, text content filters used to look for tabbo words like porn. People bypassed that my just switching around the two letter. When leet speak came around they replaced the o with 0. Another thing that people did to get passed web page blockers were to entirely flip the word to Norp.

It was all a way to get passed web page censoring.
